Rethinking Software Supply Chains: From XZ-Utils to Redis, Where Do the Real Risks Lie in Digital Infrastructure?

For most of the industrial age, the phrase “supply chain security” brought to mind manufacturers and factories. Warehouses and the flow of physical goods were central to this image. Risk lived in the tangible: a missing part, a faulty chip, a disrupted logistics route. In that world, the supplier could be inspected, and they could be audited. They could also be certified. Trust was literally built into the bolts of a production line. Yet in the digital age, the word supply chain has drifted into territory its metaphors can barely contain. Software and its ‘code are composed in layers. They are not manufactured in a line. Its parts are shared, not shipped. The modern software ecosystem is not a chain at all—it is a web. Open-source components maintained by thousands of volunteers across the globe weave this web. Most of these components are stored in GitHub.com. Each line of code may be linked, indirectly, to countless others. In this web, risk is not just a shipment delayed at port. It is a silent change in a library. Millions depend upon this library. And when that change is malicious, the entire digital infrastructure trembles.

In 2010, Marc Andreessen once said, “Software is eating the world.” And today, 15 years later, it’s basically open source that has eaten up software.

The world learned about this again in March 2024. A mild-mannered debugging session turned into one of the most revealing security stories of the decade. Microsoft engineer Andres Freund was investigating why his SSH logins on a Debian system felt fractionally slower. It was five hundred milliseconds, nothing dramatic. CPU usage spiked. A memory-checking tool complained. His curiosity was intense. He found himself exploring a familiar situation to those who have debugged a system at two in the morning. What he eventually uncovered would shake the global Linux community. He found a carefully engineered backdoor hidden in the compression utility XZ-Utils. This is a package so ordinary that almost every Unix-like operating system depends on it. The malicious code was not visible in the public Git repository. Instead, it was smuggled into the release tarballs. These are the official downloadable archives that distributions such as Debian, Ubuntu, and CentOS routinely integrate into their builds.

 The attacker had played a long game. Under the persona “Jia Tan” (also known as JiaT75), they contributed minor improvements. They also provided helpful patches over the years. This gradually earned them the trust of maintainers of XZ-Utils’ open-source community. Once inside the circle, they published two seemingly routine versions—5.6.0 and 5.6.1—whose build scripts quietly unpacked a binary payload at compile time. The result was a subtle corruption of liblzma, the compression library underpinning XZ-Utils. On systems built under specific conditions, particularly x86-64 Linux environments, the modified library could hijack systemd’s interaction with sshd. It could intercept the cryptographic handshake used in public-key authentication. If a remote client presented a specially crafted Ed448 key, the backdoor would trigger. This would grant the attacker arbitrary code execution on the server. It was, in essence, a skeleton key buried in the plumbing of the internet.

This plot was discovered before deployment on a massive scale. This was partly luck. It was also partly a tribute to the community’s vigilance. Freund’s curiosity, combined with the openness of the Debian ecosystem, allowed anomaly to become discovery. Within forty-eight hours, maintainers withdrew the tainted versions, GitHub suspended associated accounts, and distributions rolled back packages. Non-rolling stable releases were spared, but the close call revealed something deeper than a security lapse. It demonstrated that modern software trust relies not on the transparency of code. Instead, it depends on the integrity of people and processes. Open source was once heralded as self-auditing by virtue of its openness. Now it faces a paradox. Even when every line is visible, the path from source to binary can be opaque. Trust had become both the foundation and the potential fault line of digital infrastructure. While engineers dissected the technical mechanics, executives across Europe’s critical industries faced a more strategic question. They wondered if even the most scrutinized open-source packages can harbor such risks. Where does safety truly lie? For many years, corporate and governmental discussions focused on digital sovereignty. They framed the issue in geopolitical terms. These included foreign software versus domestic alternatives. They also included “trusted” jurisdictions versus “untrusted” ones. But the XZ-Utils incident demonstrated that geography is not a firewall. A package is maintained in Finland. It is compiled in France and mirrored on servers in Germany. It can still be compromised by a pseudonymous volunteer anywhere. The vulnerability is epistemic, not national: it lies in how we know and verify what we use.

Only weeks after the XZ scare subsided, another front opened—not through malicious code, but through shifting legal terrain. In March 2024, the CEO of Redis, Rowan Trollope, announced a licensing change for future releases of the popular in-memory data platform. The move was from the permissive BSD license to a dual scheme. This includes the Redis Source Available License v2 (RSALv2) and the Server-Side Public License (SSPLv1)). The move was framed as necessary to protect commercial sustainability. However, its consequence was immediate. Redis ceased to qualify as open source under the Open Source Initiative’s definition. Enterprises that had built cloud services or real-time data platforms atop Redis suddenly faced legal uncertainty. Could they continue to offer managed Redis instances? Would future versions remain interoperable? Within days, the Linux Foundation acted swiftly. Major community contributors joined to launch Valkey. It is a fully open fork intended to preserve the project’s spirit. The episode echoed earlier disruptions. The relicensing of Elasticsearch by Elastic in 2021 and of Terraform by HashiCorp in 2023 were notable examples. However, Redis carried a special resonance for Europe’s digital economy. Countless IoT, telecommunications, and energy-management systems depend on its speed and simplicity. A change in a clause thousands of kilometers away had cascaded into boardroom conversations about compliance and contingency.

Taken together, these stories form two halves of the same lesson. The first half, the XZ-Utils backdoor, reveals the fragility of the technical trust chain; the second, the Redis license shift, exposes the volatility of the governance chain. One corrupts code; the other redefines permission. Both remind us that the phrase software supply chain is a misnomer borrowed from a world of factories and freight. Software has no upstream mine or downstream assembly line. Its raw material is human collaboration. Its logistics consist of version-control systems. Its customs checkpoints are the maintainers who approve a merge request. To refer to a “supply chain” in software offers false comfort. It creates a belief that control and provenance can be managed by inspection alone. What we face instead is a living ecosystem whose weakest links are social, procedural, and legal rather than mechanical.

International standards bodies have begun to articulate what resilience might mean in such an ecosystem. As for the NIST’s publication 800-161, Supply Chain Risk Management Practices for Systems and Components, it emphasizes the concept of visibility: organizations must be able to identify, verify, and continuously monitor every dependency on which they rely. Visibility, however, is not the same as exposure. Some regulators or standards experts have proposed mandatory software bills of materials (SBOMs) to map dependencies. However, they don’t support exact projects. They might do some protection works. Disclosing an SBOM without strict handling controls can provide an attacker’s roadmap. It reveals exactly which versions of which components an organization runs. True transparency is not radical openness but verifiable trust. It relies on demonstrating several capabilities. These include independent audits, reproducible builds, digital signatures, and runtime integrity checks. This ensures that what enters production is what was intended—and nothing more. Such verification should be proportional, layered, and adaptive, balancing accountability with protection of intellectual property. The goal is to make trust measurable without making systems vulnerable.

For Europe, these insights arrive instantly of strategic re-evaluation. The continent’s energy grids are accelerating digital transformation. Telecom networks are also advancing digitally. Industrial control systems are under the banner of sovereignty and sustainability in this transformation. Yet digital sovereignty will rely more on open source. Conversely, an open-source project with diverse international stewardship and reproducible builds embodies greater resilience than any proprietary choice.

That evolution demands cultural as well as technical change. For decades, the appeal of open-source lay in its moral simplicity—freedom to use, change, and share. Corporations adopted it eagerly, assuming that openness itself guaranteed safety. But as open-source projects matured into critical infrastructure, their governance lagged their adoption. Many are still maintained by a handful of volunteers, reliant on goodwill rather than budgets. Attackers have noticed. The patience displayed in the XZ operation—years of inconspicuous contributions before striking—illustrates how social engineering can replace technical intrusion. Likewise, commercial actors have learned something important. They understand that controlling a project’s license can provide as much leverage as controlling its code. The result is an ecosystem simultaneously indispensable and insecure, a commons both vibrant and fragile.

Reinforcing this ecosystem does not mean enclosing it. The strength of open-source lies in its openness, and Europe benefits immensely from global collaboration. But openness must be professionalized. Critical projects need stable funding, rigorous maintainership rotation, and independent security audits akin to financial auditing. Industries should view key libraries as strategic assets. This perspective encourages collective maintenance, rather than passive consumption as public goods. Establishing dedicated Open-Source Program Offices (OSPOs) within corporations and public agencies takes a step in this direction. It aligns security oversight with open-source engagement. Equally important is nurturing a new class of “open-source risk professionals.” These professionals understand both code and compliance. They bridge the gulf between developers’ culture of trust and executives’ need for assurance.

Some argue that automation and artificial intelligence will eventually secure the software commons by detecting anomalies faster than humans can. Machine learning can indeed flag suspicious patterns. However, the XZ incident began as a pattern too subtle for algorithms. It was too human for heuristics. It required a developer’s intuition—an awareness of what felt wrong. The future of software supply-chain security will therefore be hybrid: machine vigilance augmented by human judgment. Europe, with its emphasis on ethical technology and balanced regulation, is uniquely positioned to model this integration. Rather than chasing total control, it can pioneer verifiable trust frameworks that preserve openness while ensuring accountability.

The philosophical implication is that in the digital era, trust is not a state but a practice. Just as financial systems rely on continuous auditing rather than blind faith, software ecosystems must institutionalize verification. The phrase “trust but verify,” once a Cold War cliché, gains new meaning here. In a networked world, trust without verification is naïveté; verification without trust is paralysis. The art lies in designing systems where each reinforces the other. The challenge for policymakers and executives is to translate this principle into procurement standards, contractual clauses, and operational metrics. Trust should become an attribute that can be measured, improved, and audited—without suffocating innovation.

The Redis episode also highlights an adjacent concern: the economics of openness. Many open-source vendors are caught between community ideals and investor expectations. When a company changes a license, it signals not only legal intent but also economic pressure. Europe should respond by creating funding and governance models. These models need to decouple sustainability from exclusivity. Cooperative foundations or public-private partnerships could achieve this. Such models would keep critical software genuinely open. Additionally, they would ensure maintainers are compensated. In this sense, open source is infrastructure, not charity. Just as roads and power grids require public investment, so does the digital code that underpins modern life.

If there is one enduring lesson from the twin shocks of XZ-Utils and Redis, it is that software security can no longer remain confined to engineers. It is a matter of governance, economics, and culture. Executives who once asked, “Is this vendor foreign?” must now ask, “Is this component verifiable?” Boards that used to discuss cybersecurity only in terms of threat actors must also examine the trustworthiness of their software supply chains. Regulators designing digital-resilience frameworks should treat verifiability and transparency as core criteria—on par with encryption, uptime, or safety certification. The future of compliance will not be about box-ticking, but about proving traceable integrity.

The term software supply chain will likely persist, but we should remember what it truly represents: not a conveyor belt of code, but a web of relationships. Each participant—developer, maintainer, vendor, integrator, and customer—carries part of the collective responsibility for security. When one node fails, the consequences cascade across the network. The challenge is to embed resilience into this web so that trust, once granted, is continuously earned.

To achieve that, Europe’s digital community must move beyond viewing open source as a passive dependency. Industry associations and professional bodies should actively promote good open-source governance. They should encourage vendors to share their governance practices. Also, they should create spaces for learning across ecosystems. Open source is not merely a pool of free code. It is a shared infrastructure. This infrastructure must be jointly managed, financed, and secured. When companies and regulators collaborate to utilize and govern open source responsibly, Europe will reduce risk. It will also strengthen the trust that underpins its digital future.
